互联网保险“相互保”引发热议:模式有创新但无法代替重疾险

   央广网北京10月29日消息(记者刘柏煊)据经济之声《天下财经》报道,“0元加入,先享保障;一人生病,众人均摊;30万保障,帮一个家。”打着这样的宣传口号,支付宝近期上线的一款名为“相互保”的互联网保险突然走红。这款产品由蚂蚁保险和相互制人寿保险机构——信美相互一起推出。根据今早(29日)页面上的实时数据,在不到半个月的时间里,用户数就突破1300万。不过,与用户数一起增长的还有网络上的质疑声音。0元加入真的保险吗?

  相互保险强调共担风险

  打开支付宝,手动搜索“相互保”就能进入到参保页面。根据页面上介绍,一般来说,只要芝麻信用分在650分及以上、年龄在60岁以下的蚂蚁会员,满足一定健康条件,就能0元加入。一旦出险,可享受到覆盖100种重疾的保障金,39周岁以下30万元,40-59周岁10万元。

  中央财经大学保险学院学术委员会主任郝演苏解释,“相互保”实际上属于一种“相互保险”,在我国并不是新鲜事物,但相对比较小众。传统保险采取股份制,而相互保险采取会员制,相当于通过协议的方式组成一个互助会,每个人都是成员,当其中的成员发生问题时共担风险。

  质疑一:投入是否是“无底洞”?

  赔付的资金来自哪里?答案是其他成员分摊。与传统保险收取固定保费不同,如果成员出险越多,分摊的钱越多,这是否意味着投入就会变成一个“无底洞”?

  有保险业内人士告诉记者,保险产品都遵循“大数法则”,当样本足够多时,出险人数和总参保人数的比例会保持稳定,所以当总参保人数超过一定数量后,每个人分摊的金额不会有大幅度变动。

  到底分摊多少?蚂蚁金服副总裁尹铭回应经济之声,根据精算师估算,“相互保”第一年每个用户分摊的费用可能在100-200元之间。他说:“我相信我们的精算能力,也相信我们的管理能力,我们会把每一年分摊费用的多少当做*重要的一个用户体验去做。因为我心里非常清楚,如果让大家没有盼头,像一个‘无底洞’往里面砸钱,‘相互保’就玩不起来。”

  质疑二:管理费是否过高?

  另一个受到质疑的问题是管理费过高。按照协议,成员的分摊费用还包括管理费,为10%。如果按*高赔付金额30万元来算,1个确诊案例的管理费就是3万元。尹铭解释,管理费主要用于三个方面:第一个是风控,第二个是反欺诈,第三个是核赔,“我们收这10%的管理费做这些事情也是为大家负责,只要这些赔案大家觉得没有争议,我们就高兴。”尹铭说。

  郝演苏认为,在会员制的基础下,管理费是否过高取决于个人认知。他说:“因为这不是说买卖行为,而是会员制。你加入就意味着你认可章程,包括他们相应的管理费收费标准。这里面就无可厚非了。”

  “相互保”无法替代重疾险

  值得关注的是,经过一段时间的舆论发酵,多位资深保险业内人士在接受经济之声采访时指出,首先,“相互保”并不能代替重疾险,因为其赔付金额和覆盖年龄段还有一定局限;其次,要珍惜自己的*佳投保资质购买合适的商业保险,“相互保”只能是一种基础性和补充型的产品。

  商业健康险配置需引起重视

  根据中国保险行业协会今年发布的《中国商业健康保险发展指数报告》显示,2018年,我国居民在商业健康保险配置方面,认知多规划少情况比较突出,接近半数的受访者认为有必要购买商业健康保险,但其中已购买的比例仅为6.7%。

  对此,郝演苏指出,“相互保”的低门槛确实能为部分人解决基础保障需求,有利于普及大众的健康保障理念和进行保险用户教育,应抱有宽容态度观察其后续发展。“如果它后续做得很好,确实对解决防止因病致贫、因病返贫有贡献,那的确是可持续的。应该宽容新生事物和鼓励科技创新,至于未来发展如何,还是有一个观察期。”他说。

  支付宝方面相关工作人员介绍,每月7日、21日为公示日,14日、28日为分摊日。如果下个月7日有出险公示的话,那么11月14日将为“相互保”的第一个分摊日。经济之声将继续关注。

Naturally, this will result in higher rates to insureds,” Mr. Kerr said.D&O liability rates increased by 8.25%, while commercial auto increased 8% in the quarter, and professional liability rates were up 6%, and umbrella/excess rates were up 5.5%, according to MarketScout.Commercial property rates increased 5.25% in the quarter, and business interruption rates were up 5%, while all other lines showed smaller increases, except for workers compensation, where rates fell 1%, MarketScout said.By industry class, transportation and habitational saw the highest average rate increases at 9% and 8.25% respectively, MarketScout said.Large accounts – those with $250,001 to $1 million in premium – saw a rate hike of 5.5% in the fourth quarter, as did jumbo accounts, which have more than $1 million in premium. France-based eyewear maker Essilor International S.A. has discovered fraudulent activities at one of its factories in Thailand that could cause €190 million ($213 million) in financial losses to the company, The Irish Times reported citing Reuters. The company has filed complaints in Thailand and has fired all the involved employees.
